Hello
Thank you for your question and reaching out.
Once Windows Server 2019 Essentials is configured as a Domain Controller, it must be the only Domain Controller, must run all Flexible Single Master Operations (FSMO) roles, and cannot have two-way trusts with other Active Directory domains.
Also it looks like a license cause, you can add a Windows 2019 Standard server to act as another DC.
If it is Windows Server Essentials, as license limitation, it can only be deployed as Primary DC and holds all FSMO roles. If it do not met, licensing compliance component will force system shutdown.
