Why are Win10 updates being pushed out during Active Hours?

I have set my Active Hours for Windows Updates settings. But once again, today, 8/12/20, several updates were pushed out during those Active Hours, bogging down my PC during working hours, and there is seemingly nothing I can do to stop it!!!! This is maddening!!!! Microsoft, are you trying to force users to migrate to a different operating system? Because if this keeps happening, that is exactly what I, for one, will be doing, and I'll strongly recommend my customers do the same.

    Hi
    Sorry for the inconvenience.
Before going further, I would appreciate your help in clarifying the following situations:

    1. How was the active hour configured? Through Settings or Group Policy?
    2. Was your computer in a domain?
    3. Were there any notifications before your computer applying the update?

There might be conflict between the existing configuration and GPO setting of Active Hour
You could try these methods to configure Active Hour

    1. Configuring active hours with Group Policy:
      https://learn.microsoft.com/en-us/windows/deployment/update/waas-restart#configuring-active-hours-with-group-policy
    2. Configuring active hours through Registry:
      https://learn.microsoft.com/en-us/windows/deployment/update/waas-restart#configuring-active-hours-through-registry
Please note: method 2 should only be used when neither Group Policy or MDM are available.

Reference: Manage device restarts after updates
I hope this information above can help you.
