Programatic stop/start of Power BI Embedded capacity using Azure Automation runbook shuts down app service

I'm running this code in an automation to stop and start the embedded capacity on off hours. However, it seems that if the capacity is off for too long (not sure the length), the app service backing the web app auto shuts off. In testing, when the capacity is off for 10s of minutes at a time, the problem does not occur. Can someone please let me know the maximum shutoff allowed and/or how to disassociate the availabilities?
