Visual Studio 2015 offline installer (iso) vs_teamExplorerCore.msi a setup package is either missing or damaged

Hi,
I recently got an old desktop which is very slow running windows 7 sp1. even though i have a windows 10 gaming laptop i use this one for development because of its large disk space.
While downloading Visual studio 2015 offline installer (iso) from microsofts website, i ran into an issue. It says package missing or damaged: the file that was supposedly "missing or damaged" is vs_teamExplorerCore.msi. Upon clicking "download packages from the internet" it just appears again. Since team explorer is an important thing in visual studio i cant skip the package and when pressing "please provide a location to search for the packages" and going into "(Iso)\packages\TeamExplorer\Core\" i located the file so it isn't missing and is unlikely to be damaged.

I also tried visual studio 2017 and all it did was say "27.8mb of 27.8mb" then say verifying and then say "27.8mb of 27.8mb" again in a loop. (i don't know if it was exactly "27.8mb of 27.8mb" but it was something like that.)

Please help.
