Cannot register to Hardware Developer Program

I want to sign windows driver via Microsoft Hardware Developer Program. I have already got EV code signing certificate from SSL.com and now I cannot register to the hardware developer program. Just entering into the Partner Center and click register button but returns to the first page.

I have Azure AD with global Administrative account. But cannot register to the hardware developer program. Anyone can help me or experienced such an unexpected action?
