This happens if your phone is not detected by Intune as a corporate phone. Make sure you have configured the corporate identifier properly in Endpoint manager by adding the serial or imei number.

Enrollment failed with the error: Platform not allowed for personal
Enrollment failure details: This device can’t be enrolled as a personal device while the platform is Blocked under Device Type Restrictions.
How to resolve this enrollment failure: The user must use a different platform of personal device to enroll. If this is a corporate device, make sure that the user is enrolling correctly and that you have added the device to the Corporate device identifiers list if needed. You can check your personal platform restrictions under Device enrollment - Enrollment restrictions - choose a restriction - Configure platforms.
