Installing 2019 express cause Application Error of sqlserver.exe(during setup)

I am trying to install SQL Server 2019 Express, but during setup sqlserver.exe cause Application Error and installation failed.
How can I install SQLServer?

Setup Error Code : 0x851A001A
OS: Windows Server 2022 Std
C drive: Samsung SSD 980 1TB(nvme)

    This is an issue on Windows 11 and Windows Server 2022 where the wrong sector size is reported with some SSD storage devices.

    A workaround is to install SQL Server on a drive mapped to a VHD/VHDX. One way top create one is via the Disk Management (diskmgmt.msc) tool: Action-->Create VHD:

    Then, initialize the disk, format, and assign a drive letter.
