Workaround:
If you deconfigure failover It removes the scope from second server.
Then configure failover it does create it back correctly.
However this is a workaround not a solution.

Server 2019, in dhcp I right click on a scope then "replicate scope" and I get the following error.
failed to update reservations in scope on partner server
error code 20013 an error occured while accessing the dhcp database.
look at the dhcp server event log for more information on this error.
Brand new installation.
Reconcile does not fix. Reboot does not fix. It also deactivates the scope on secondary server .
No other information from event log.
What is the solution?
