ARR Drain doesn't drain

Hello - running a blue/green set up - I set one of my sites to "drain", but it doesn't drain, it just resets the connection. How do I figure out why it does that? And how do I fix it?

@Hires, Russell please post more details information about your question, how did you set up arr? Did you get any error messages? It’s hard to understand your question with just this sentence.
