Azure AD User Settings

I cannot go to Azure AD User -> User Settings. It tells me, "Sorry! You do not have access to this page". I am using my personal Hotmail account. I clicked my name in the upper right-hand corner, clicked the ellipsis next to "switch directory" and it tells me I am the administrator of this account. I discovered this while trying to create a web application. Not sure why I can't create an app service or view User settings. Please help.

    @azuredennis Azure AD User Settings options can be changed if you hold a Global admin role and not with any other Admin roles like User Administrator or Application Administrator.
    If you hold a global admin role, you should be able to change the settings under global admin.

    For every other Admins, the page is shown with greyed out options. A normal user would get No Access error.
    For checking what kind of permission you have when you login : Go to Azure active Directory -- Roles and Administrators -- Your Role will be listed here.
