Changing default location of where programs install and log files get stored Windows Server 2019?

I'm trying to change the default location of where programs get installed from the C drive to the D drive on a Windows 2019 Server. I'm also trying to change where the system log files get stored to the L drive. I've seen a few things referencing using the Registry but the stuff I have found has been for Windows 10 and 11, not necessarily Server 2019.

Ideally what I want to happen is when I try to install, for example, Chrome instead of it picking "C:\Program Files(x86)..." it goes to "D:\Program Files(x86)..." or anything else I try to install. Only the OS needs to be on the C drive. I'm also trying to do the same thing with User Profiles. I want their defaults to be on a separate drive as well.
