Per my understanding you could:
1.Check the ULS logs and event viewer logs for more error messages.
2.Go to Central Administration site->Manage web applications->select the relevant web application->click “User Policy” in the ribbon->add the relevant user and grant permission.
3.Give the Sql user local admin permissions.
