Actually, I figured out the problem, apparently Windows update does not update chromium Edge, I have to manually check update using "About Microsoft Edge" to update to latest version of chromium Edge, once updated, the browser mode is working right away.
Windows 10 21H2 Kiosk Mode Chromium Edge, "as public browser" mode problem
Hi, I have 2 desktops both are exact same model, for some reason when I setup both in Kiosk mode, one of them is working properly the way I want it, but another one when I set it up "As public browser" mode, it will always start in full screen just like "As a digital sign or interactive display" mode. does anyone know how to solve this problem? I've tried remove Kiosk mode then re-create the profile, or first set "As a digital sign or interactive display" then change to "As public browser" or fully update it to the latest 21H2, none of those solves the problem. Thanks.

-Verify that the provisioning package is applied successfully.
-Verify that the account (config) is mapped to a profile in the configuration XML file.
-Verify that the configuration XML file is authored and formatted correctly. Correct any configuration errors, then create and apply a new provisioning package.
