How can I remove these strange files on windows 2016 server installs

I have some conspicuous files located on all Windows Server Datacenter 2016 installs in the following directory c:\Windows\systems32\logfiles\SUM folder. I noticed one or two of these alien looking files on all our 2016 servers including a newly installed server. Most of them are named differently. The scanning software didn’t detect anything. I opened one of them. The contents were not legible, except for a few words “my system objects”, “callback” and some dates. I tried to delete it but after a reboot it appear again with different characters. At first I thought it may have been Chinese but sometimes there is an English character and then some shapes. How can I remove these?

They're coming from the User Access Logging service which you can disable.
