Check and confirm that the Resource Providers related to the AKC and ACI services are registered on your subscription you are trying this.
On your Subscriptions -> Resources Providers -> filter Containers and check if they are Registered.
Also, check if you required permissions/role on the subscriptions for the user you are trying for these services under IAM.
If everything is fine for the above checks, then it could be issue with the Azure Portal, which has to be checked by the portal experience team.
