Facing problem in Point to Site VPN. Asking for admin credential

Dear Team,
We want to access VM through remote desktop using VPN. Thats why we have configured Site to site vpn for connect VM from our office network and configured Point-to-site VPN for user when connect from outside office network.
But users are facing problem when connect VM from outside office network, When users trying to connect VPN it's asking for admin credential and we don't want to admin right to users. Kinldy help us to solve this issue.

For Windows clients, you must have administrator rights on the client device in order to initiate the VPN connection from the client device to Azure.

Azure P2S VPN without local admin rights on Windows client is not supported at the moment as this is a constraint on the Windows platform. It’s not possible to change from Azure P2S VPNs.
