That should be a permission issue, you can try to add domain users members to IIS_IUSRS group.
- Open the Computer Management console.
- Navigate to the Local Users and Groups.
- Click on Groups and search for IIS_IUSRS and the domain users members.
- Add the account to IIS_IUSRS group, click on Ok to finish the set up.
