Quite a few people have reported problems with SQL Server on Windows 11. Apparently there is an issue Win11 reporting incorrect sector sizes. Another poster ran into this and was kind to post a resolution he got from his vendor: https://learn.microsoft.com/en-us/answers/questions/668708/ssd-showing-incorrect-bytes-per-sector-win-11-sql.html?childToView=670292#answer-670292.

See if this could apply to you.

    Hi @Jose Pino ,

    Welcome to Microsoft Q&A!
To begin with, please take a look at this document: SQL Server 2019 Operating system support and confirm whether it is a supported version.
    159118-1.png
    159048-2.png
Secondly, please see this link about the conventional solution of ERROR 1639 which was also mentioned by chetanVishwakarma-0048:
    https://www.mssqltips.com/sqlservertip/5315/fixing-sql-server-installation-error-1639/

Finally, we are aware of at least one issue that many users have seen with SQL 2019 not working when installing on Windows 11 or SQL 2019 no longer working when the OS is upgraded to Windows 11. One example can be found in this forum thread. This issue seems to be due to a change in how Windows handles the reported sector size for certain NVMe SSDs but the investigation is still ongoing.
Some potential workarounds for the issue mentioned in that forum thread and/or found through support cases were to install SQL on a secondary drive (if able) that is a separate physical disk from the system’s C: drive, creating a VHD to use for the SQL Server installation, or enabling TF1800. There are additional documentation updates planned to provide more information regarding this scenario.

    Best regards,
    Seeya
