Using Gmail App to access outlook emails - when sending, I'm getting the above error.

Reset password, re-added account on Gmail, but every time I send it bounces back.

I think maybe the Outlook SMTP server has blocked Gmail server IP, but I can't find any detail of this in Exchange Admin center

Can anyone point me to the right direction on how to get this unblocked? I have full admin roles but it doesn't seem like this is blocked at
