Unable to open file in Excel 365 running Wndows 11

I have a Desktop Dell computer with Windows 11 and I-9 Processor
I am able to open files on a Dell Laptop with Windows 10 without problems.
When I try to open the same file on the Desktop, it fails to open. The indicator in the bottom right goes to about 10% Loaded and then the program stops responding
On Wednesday, I spent more than 4 hours with Microsoft support and we made little progress.
Yesterday I spent 4 hours with Dell support and no progress
I addition, since Monday I have tried online solutions with no success.
These programs are my business and I will pay for support but I am in over my head.
I tried to go to the Microsoft Support site and got lost in trying to register my problem.
Please let me know what to do.

    According to your descriptions, I have some questions.

    • Except for Excel not responding, is there any error message? If yes, you could share with us.
    • Have you tried to run Excel as an administrator first, and then open the file from the Excel app?
    • Please go to Event View > Windows Logs > Application, check whether there are related information records, if so, please check the error module.
    • Is it impossible to open all Excel files, including newly created blank workbooks, or do only the specific Excel files occur with this issue?

    If all the workbooks can not be opened normally, please try following steps to have a check.

    • It is recommended to run Excel in safe mode that press and hold on Ctrl key to open Excel app, and then open one Excel workbook.
    • If there is any security software enabled on the computer, such as Windows Defender and etc., I suggest you temporarily disable it for testing.
    • Create a new local administrator account, then please sign in this new Windows account to check this issue
    • If the steps above do not work, please uninstall Office completely, after restart computer, please follow the article to install Office back.

    If only specific workbooks can not be opened successfully, please check the following steps are helpful.

    • Check the file format.
      If it contains a macro, such as .xlsm file, please save this file as .xlsx file on another computer, and then try to open the new one on Windows 11 for a test.
    • Change the storage location.
      If it is a cloud file, it is recommended to download to the local and try to open it.
