Motorola MC3090 RFID scanner only works in the rapid deployment app

Question

I have two Windows Embedded Handheld scanners I'm using and I would like to know if there is a way to get the scanner part of the mobile computer to work in other apps. It only works when I'm in the Rapid Deployment app. When I worked for a gas station they had a kitchen with a barcode scanner (Datalogic Skorpio X3) that would let me scan a barcode even if I wasn't in any application that used the barcode scanner. That is the functionality I'm looking to enable in the two Motorola Symbol scanners that I have. If it helps I have a Motorola MC3090 RFID Windows Embedded Handheld 6.5 scanner and a Motorola MC55 Windows Embedded Handheld 6.1 scanner.
