I am trying to create a distribution list in admin.microsoft.com

I am a global admin so I do have the proper permissions, not sure what is wrong and why it won't let me create the distribution list.

Has anyone ever determined the cause of this? I'm having it with a particular tenant (I manage numerous M365 environments and only see this on one of them). The issue also occurs when trying to change the owner of certain existing Distribution lists (not all of them).

I've tried creating a new Global Admin (and gave it all other Admin rights).

I've used the PS commands in the image above and verified all of those permissions are present.

The operation to create a new Distribution List did work when using the Classic Exchange Admin Center. But that is painfully slow and cumbersome.

Would love to figure out and correct the root cause.

A couple of notes about this tenant: there was previously another user account that used to have Admin privileges, but no longer does. That account created many of the existing groups. The tenant is also using ADSync with an on-premise domain and I believe they had hosted Exchange with another provider that was migrated into O365. Not sure if any of those details could play into the source of this issue.

No issues here. I was able to create a 365 group and a DL from the admin center.

Does it work using the old EAC or Powershell?
