SID User Profile Missing

Error: 0x80090016
The User Profile Service service failed to sign-in. User Profile cannot be loaded.

Command Prompt:
regedit

Localmachine\software\microsoft\windows nt\currentversion\profilelist

There is no user profile. All I have is three folders:
S-15-18, S-15-19, and S-15-20. All forums say I should have more but the user profile does not exist.

Can I create a user profile from regedit so I can sign in?
