Visual Studio Remote Tools for ARM64 doesn't install on ARM64 targets properly

Repro steps:

  1. Fire up Windows on ARM64 instance
  2. Try installing Visual Studio 2022 Remote Tools for ARM64
  3. Observe error during installation

    Welcome to Microsoft Q&A!

    Do you install Visual Studio on your ARM device before installing Remote Tools?

    From looking at your log, please try to go to the directory:
    C:\ProgramData\Package Cache{5D91ED5C-1550-4069-8609-F9C3D234036E}v17.0.31902\packages\remotedebugger

    And manually run the rdbg_registration.msi package.
