Excel 2016 window opened through RemoteApp always lost top level z-index position

If more than two Excel 2016 windows are opened through RemoteApp, only one of them is operated, and the other Excel windows are minimized. When I drag and drop the mouse on the current Excel window, whenever the mouse goes out of the window area, other background windows will jump to the top, which may be a local application window or a RemoteApp window. Either way, the subsequent window displayed on the top layer does not get the input focus.

I have tried reg add "HKEY_CURRENT_USER\Control Panel\Desktop" /f /v ForegroundLockTimeout /t REG_DWORD /d 0 within the rdp session.
The Problem still exists.

It's a known issue. When you modify the reg, have you re-login?

Based on my research, someone replacing mstsc.exe and mstscax.dll from Windows 10 1703 fixes the z-order issue.

If neither of them works, I suggest you try MSRDC.exe

I have rebooted the client and the server host and even reinstalled, problem still exists. I have tried remotedesktop client 64bit, it also has the problem.

1.can you enter winver on client computer and RDsession host server then look the os version ?
2.did you use citrix or vmaware technology on your RDS environment ?
3.if we only install office2016 on test w2016 RDsession host server ,will the same issue "excel"issue happen？

4.did you try to change mouse and keyboard?is your issue related mouse cursor focus on backgroup window so that your front windows go to behind.

Client is windows 10 1809 and the server is windows 2016 Server (1607)

I have never installed or used citrix and vmware on my RDS.

Only office 2016 installed on w2016.

I tested on several computers in our office with different mouses and keyboards, the problem never disappears.

5.are you using windows 10 1809 enterprise version not professional version ?
if we use win10 1903/1909/2004 to open the Excel remoteapp,will the same issue happen?
6.if we change cursor sensitivity to slow ,will the same problem happen?

7.when you reproduce this issue, we can write down the system time and check if there is any information/waring/error happen at this issue time .
