Excel 2016 window opened through RemoteApp always lost top level z-index position

If more than two Excel 2016 windows are opened through RemoteApp, only one of them is operated, and the other Excel windows are minimized. When I drag and drop the mouse on the current Excel window, whenever the mouse goes out of the window area, other background windows will jump to the top, which may be a local application window or a RemoteApp window. Either way, the subsequent window displayed on the top layer does not get the input focus.

I have tried reg add "HKEY_CURRENT_USER\Control Panel\Desktop" /f /v ForegroundLockTimeout /t REG_DWORD /d 0 within the rdp session.
The Problem still exists.
