SharePoint 2019 licensing questions

Question

I am looking at SharePoint 2019 licensing.

However, the website I am looking at says I need a microsoft office 365 admin center account to actually download SharePoint after purchase.

Do I need to buy office 365 small business before I can download SharePoint 2019 or is there another method to download SP 2019 other than the 365 admin center?

If I have to buy office 365, is SP 365 is included in that?

I currently have SP 2013 foundation. It requires no CAL's and I have never used CAL's.

Could someone help explain how CAL's work in SP 2019/365?

I also do not have Azure AD.

We need a liscense for sharepoint server 2019 instead of microsoft office 365 admin center account. For more information, you could refer to:
