Crossplay server licensing

I am here asking this because I was directed here from the Xbox forums. Sorry if I am posting in the wrong place....

So I have a personal server and was trying to setup for Ark or Atlas. I found out that there are ways to make a "crossplay" server for Ark but due to not being able to make a headless instance I was unable to make a stable setup even though I far exceed the recommended specs.

My question is in regards to Atlas. I have contacted the developer and they stated that I am unable to create a crossplay server due to a required license for Xbox. These licenses are apparently available (exclusively?) to Nitando and would cost me most a month for 1 server with 10 people then my server would cost as a 4x4 cluster with 30 slots per server.

Does anyone have any information on who I could contact to possibly buy the licenses to be able to do my own cluster with crossplay enabled?
