App data file creation problem in some countries?

I have an UWP C# App which is few years in the Windows Store market, regurarly updated.
Lately, I am getting some complaints that App won't start after installation.

My app is creating a data files during the first start up (SQL lite database file) in its default folder. In some cases this simply finishes with error.
All emails from users concerning this issue seems to come from African countries. The same version seems to work OK in Americas and Europe. Does anybody have any idea or have a similar problem?
My first idea was that those people having these troubles are using an illegal Windows installation. I have directly asked one of them and he said that he has a genuine installation and he had the same problem on PC and laptop.

@Lubo Torok Do you know the OS version of the devices that will meet this issue? It seems like that you could get the detailed error message about this behavior like error code, exception imformation, would you like to share it here? You could update your post with this information. Also, could you reproduce this on your local device? It will be much easier to find out the issue if you could reproduce this behavior.

Locally, the app is working fine. I can not get detailed error message. In Health section in PArtner Center I see occasional Hangs and Failures but the name is Uknown. I asked one user with problem for the detailed system information. If I will get the answer I will provide the information here.

Just some statistics: in last 30 days I had 59 installations in the US and 59 installations in South Africa according to Partner Center. There were two hangs reported in the US and 8 hangs in South Africa (could be made by the same user, however). So I guess the app is in most cases starting without any problems.

I would suggest using App Center in your app which should be able to provide more detailed error messages than the health report of the Partner Center. It will be helpful if we could confirm whether it happens on different OS systems or it only happens on some specific devices. Again, we need more information to locate this issue.
