Use the option "Only the specified people and groups can watch the live event" and invite all those users on their personal mail IDs.

We would like to have a Teams Live Event for 300 to 700 retired employees.
These retires employees do not have active user ids within the organization.
We would ask them to supply a personal email address so that communications/instructions can be sent.
There is a requirement to have security around this event.
Is there a way to have only the authorized retirees join the Live Event?

Agree with AnupamShri, when you create a new Live Event, you can choose the permission of People and groups.
