Can you increase the size of a PaaS sql after it is created? (i.e. P4 change size to P6)? Can we downgrade the size from P6 to P4?

Wondering if you downgrade from P6 (4 TB) to P4 (500 Gb) that if your database might be impacted?

And is the maximum storage still 4 TB of the PaaS database with only one database allowed with PaaS SQL?,... just confirming.

Does SQL PaaS have any HA ability like a SQL AG with two nodes?

    Azure SQL Database is a fully managed platform as a service (PaaS) database engine that handles most of the database management functions such as upgrading, patching, backups, and monitoring without user involvement. you can read this MS document to get some useful information.
