According to the linked documentarion, the reviewer is not excluded from having a P2 license. So you can set up a review but you need at least one P2 license for the reviewer.

My account is a Global administrator account and i am setting access reviews at Privileged Identity Management | Azure AD roles for user administrator role.
Basically i would like to do an access review for all the users who are the part of USER administrator role. I have created the review and i have assigned myself as the reviewer . ever though i am GLOBAL administrator the status shows as FAILED.

Azure AD Premium P2 licenses are not required for users with the Global Administrator or User Administrator roles who set up access reviews, configure settings, or apply the decisions from the reviews.
Why i am getting this failed status ?
I have a user which is assigned a user(by name called usere) administrator AD role and it does not have p2 license in place.
