Try restart your PC and see if the problem persist?
Try update your graphic card driver.
In case problem persist, open start and search for feedback and open the Feedback Hub app and report this issue.
Windows 11 Update Issue with Cursor
My cursor pointer turns into the loading symbol (blue ring) over a particular segment of the desktop (lower mid-left) and I cannot click/ select any elements over this region. I'm facing this issue ever since I updated to Windows 11.

To sort out your concern, I would suggest that you can manage the Mouse Properties from the Control Panel to verify if the issue is not related to it. To do this, you may follow the steps below:
-Click Start, type Control Panel and press Enter.
-On the Control Panel search box, type the mouse, and then select it from the search results.
-Click the Pointers tab, under the Customize section, select the Normal Select option.
-Save the changes by clicking the Apply > OK button.
