Unable to restart mysql server for operation loop

Today i tried to add a new firewall rule but the task was never completed.
At this moment I am not able to restart the server because It seems that the operation "Write new firewall rules" is started but never ended.
How can i stop that operation? I tried to find a solution on internet but i can't find anything similar
