Site Visitors (Read only access not showing up)

Site Visitors is listed under site permissions which is good, but when I go to add a user and assign read only, it only gives me the options of owner and member only, please advise?

    Only a Site Owner can add "Site Visitor" permissions, so I would confirm that your account has the ability to grant these roles. Granting "Site Visitor" is the same as applying read-only permissions.

    If you are trying to apply permissions to Office 365 groups, you will only have the options of Owner or Member, but Sharepoint groups also have the Site Visitor role.

    Communications Sites and Hub Sites will also have the "Visitor" option.

    As in the image under site permissions we have the site visitors listed too but when we go to add a user it is not showing in the options to select the site visitors or read only, appreciate your help with this. Thx
