are you sure they have ARM32 installed on the Surface Pro X?
It should have come with ARM64, else this doesn't make sense:
"Without 64-bit emulation support, you can run 64-bit (ARM64) apps, ..."

    Surface Pro X app compatibility

    Hi there,

Microsoft has stated that future versions of Windows 10, starting with the May 2020 Update, will no longer be available as 32-bit builds on new OEM computers.

It began on May 13, 2020. Microsoft is no longer offering a 32-bit version of the operating system to OEMs for new PCs. Almost all modern PCs that you can buy now come with a 64-bit CPU, and the demand for 32-bit processors has plummeted.
