Cannot Request User Consent with Sandbox Client

Question

Hi there, I need to set up a sandbox environment for my bing advertisement business, but it seems that the sandbox client cannot be granted user consent following this document https://learn.microsoft.com/en-us/advertising/guides/sandbox?view=bingads-13. Blew are some detailed information:
