    Hi,
The error message may be caused by Applocker blocking the program.

So I suggest you check the setting of Applocker or Software Restriction Policies was set on the computer.
You can run cmd as administrator and trpe RSOP on your computer, then you can check settings.

The path of the Applocker is Computer Configuration\Windows Settings\Security Settings\Application Control Policies.

Open Local Security Settings. In the console tree, Security Settings/Software Restriction Policies

If you didn't configure anything from the result , then try to disable the UAC and try again.
