Creating an Alert when a new user is Added to a SharePoint site

I've been tasked with securing a site collection that has an organization business pitches and contain competitive pricing info etc.
Global Admins and SharePoint Admins in 365 can grant themselves access by passing any security.
What mechanism can be created to alert Site owners if someone was gave themselves access?
Trying to be pro active and prevent issues, rather than going through event logs.
