I don't know what I am paying for

One year ago I registered for Azure account and got user name.
I used it for only one month, (it was 1 year ago using https://vic.cognitiveservices.azure.com/), but Azure is automatically charging my credit card for about $30 each month until now.
Today I wanted to try Azure cognitive services again, but when I am trying to enter, your system asks me to register again. Why, if I have registered one year ago, moreover, I am paying money for it?
So, I would like to ask, can you cancel my automatic monthly payment if it is because of fault? Need I registered again, or you can resolve this problem another way?

    Login with your azure account > Subscriptions > Open the subscription > Cost Analysis tab and see what resource is being charged

    IMO, other billing related issues can't be solved on this public forum. You can raise a billing related support request.
