The client has not registered a callback through IConnectionPoint::Advise ?

Question

when attempting to establish a connection from Matlab to IP21 server , i get an error :

The client has not registered a callback through IConnectionPoint::Advise

I understand this error is related to microsoft interface

setup :

client run on windows 10
server runs on windows 12

error message from client :

   message: 'The client has not registered a callback.'  
identifier: 'opc:connect:servererror'
