Solo family microsoft account locked in child mode

Question

When my father tries to go onto the internet he gets asked for parental approve, and when ask for permission it brings up an error page. He is the only one on the Microsoft family account and cannot change is account to an adult. He has also has had that same account for years and today it just decide to change his account to a child.
