A rule that I set up on outgoing emails is not following the exception that I set up

I have a rule set up on outgoing emails to notify me when the email is delivered. I have added an exception for people within my own company and I have selected every person in our outlook contacts as part of the exception. However, I still get delivery notices on every email I send to those people.
Did I make the rule wrong? FYI - I do not have the setting checked in Tracking to request delivery receipts on all messages I send. I rely on this rule to request the delivery receipt.
What would be the proper rule if I want a delivery receipt from only those recipients outside of my company's domain?

    Based on my test on Outlook 365, I do the same test and find that this issue occurred when the exception addresses are internal email addresses. However, when the exception addresses are external addresses, the rule can work normally.

    In order to reduce the inconvenience caused by this situation, as a workaround, it is recommended that you could try to create another rule to move the delivered notifications for these exception addresses to the deleted folder, as shown in the below figure:

    Note about the condition you need to fill in:

    1. Select from people or public group:
      Please click people or public group and enter Microsoft Outlook
    2. Select with specific words in the subject:
      Please click specific words and enter Delivered:
    3. Select with specific words in the subject or body:
      Please click specific words and enter all the exception addresses
