What browser are you using to open the web portal?
- Whether to update to the latest version. As far as I know, some browsers do not support SSL1.3, and some versions have some compatibility issues when using SSL1.3.
- You need to restart the browser after enabling TLS 1.3
- Is it possible that there is a situation where SSRS is using an older version of the .NET Framework and it tries to use an application with a disabled TLS/SSL version.
It is recommended that you contact the relevant personnel of .Net for investigation.
