Access code does not come after requested to signin to a Sharepoint folder

Question

We use our Sharepoint as a portal system to exchange files with clients. Some clients are not receiving the access code after clicking the link to do so. They have checked their spam and junk folders. I have had them add the email that the code will come from in a safe sender or contact and have them send an email to that address then click for the code again and they are still not receiving. Any other ideas to have this issue fixed?

Are these external users from the same tenant?

Please try to share anothre SharePoint folder or file to external usrs, check whether they can receive verification code.
