Windows 11 Taskbar tabs disappear after restart

Question

Every time I restart my Computer all icons disappear. The only way I can sort this is by Resetting the whole Laptop, which deinstalls all my apps I most definitely need. This in turn takes time from me to reinstall all these apps again.
But somehow I can still open anything I have saved on my Desktop which is not a lot in my case.
I've tried many other ways but nothing seems to have worked.
