termianl Server on azure is hung on welcome screen every day

Hello,

every day we have users that trying to login to terminal server on azure and they are stuck on welcome screen for more then 10 minutes,
the users that already connect to the server can work without an issue.
after restart everything is resolve until the next time.
I checked the event log but don't see anything related to this issue,
there is 2 server with the same symptom one is 2019 and the other is 2016 both are on azure
on premise we have a lot of terminal server but we don't have this issue
