Microsoft Azure is billed for the services being used. There are no hidden charges levied on Microsoft Azure users. In your case, the developer support would have been enabled by default which needs to be investigated to understand what went wrong in the backend. If everything goes well with your Azure account investigation, refund will be initiated and you will get back your money to your bank account.

The ticket enables you to work closely with the support engineers and get a quick resolution to your issue.
FYI: Azure Billing and Subscription Management support is included in the Basic Support Plan without any charge.
