Installation of Visual Studio Professional 2015 on a fresh PC fails

I downloaded the ISO for VS2015 Professional w/Update 3 (en_visual_studio_professional_2015_with_update_3_x86_x64_dvd_8923272.iso) and tried to run the vs_professional.exe from the mounted ISO.
The installation failed with an unhelpful message. 
This is a Windows 10 LTSC machine. 
I have also attached the log file166539-dd-vs-professional-20220119171423.log

If this doesn’t work, please try to update Windows OS to the latest version and install any recommended Windows updates and components, and then retry installing VS 2015.

The installation still does not work.
