two tables, multiple values

I have two tables Appended, both tables have a list of Part Numbers and each part number has a Start Date. Both tables do not have exactly the same Part Numbers and for those not all duplicate Part numbers have the same Start Date.
From my list of Part numbers I need the Part Number with the oldest start date, to be remaining along with Part Numbers that did not have duplicates.
