Publishing VM Extensions in Azure Portal

What is the process to become a VM Extension publisher in Azure Portal. The goal is for Company X to be able to publish a VM Extension (that would be visible in the current 'Extensions' list during or following the provisioning of a VM in Azure) to be used in Azure when customers provision a VM.
